In the 1700s there were gas lights and whale oil both to be soon unavailable.
That leaves tallow (pig fat) candles; but the wicks give off too much of the evil carbon and that will be banned too.
You could make wooden torches using sticks, but that would disturb the forest ecology and that will be banned also - and just forget wood fires to keep warm in winter.
The buses will be leaving for parts south of the border, wall or no. Tickets will go to the highest bidders first. Payment will be in Renminbi. No US greenbacks, since there is no longer any country to back them.
