That appears to be at the heart of any machine-generated fraud. Is the voter's actual physical ballot discarded and replaced in order to conform with the voting machine's calculation?
There certainly isn't anything "fractionalized" about the physical ballot. The question, perhaps, is whether in all cases the physical ballot, presumably verified by each voter is preserved and actually used for comparative recounts.
