You must be reading an older copy of the Constitution. My newer copy says that the A.P. and other news outlets determine who holds the exalted “Office of the President-Elect”. Besides, Biden (& Obama who created the “Office”) wouldn’t have gone to the trouble of making signs, seals and computer slides if it weren’t so.
