This report summarizes the results of our review of the GEMS election management system, which counts approximately 25 percent of all votes in the United States. The results of this study demonstrate that a fractional vote feature is embedded in each GEMS application which can be used to invisibly, yet radically, alter election outcomes by pre-setting desired vote percentages to redistribute votes. This tampering is not visible to election observers, even if they are standing in the room and watching the computer. Use of the decimalized vote feature is unlikely to be detected by auditing or canvass procedures, and can be applied across large jurisdictions in less than 60 seconds.

Why would proprietary software be required to count votes? On each vote, increment the candidate vote by 1 and the overall total by 1. It should be government owned, open source that the public can look at.
Will not know the fractions until the code is examined.

I can understand the reason a company would want to claim the software is proprietary. I don’t understand why a Government would accept this.

Biden was plotted to be given 1.3 votes to 0.7 for Trump!! It was part of the Arizona testimony!! It plotted perfectly to Trump voters being 0.7 of a person each!!!

I don’t know whether to believe the fractional-vote story but if true would someone please tell us why that makes any sense except to introduce fraud.
I have trouble believing it’s true. Why would you not count votes as integers. Just makes no sense. No sense at all. Except ...
Also the concept of one person, one vote. Not one person, 0.625% of a vote!
