Border wall construction to continue past Inauguration Day

Thanks to congressional funding rules, the construction of President Trump’s border wall will continue into next year, no matter what the final outcome of the Electoral College election is.

I think the article is saying that Defense dollars can be redirected by Presidential Order (EO). But there are Congressionally appropriated dollars that were voted specifically for the wall outside the Defense budget and that can’t be redirected by EO.

Do I have it right?

A democrat House, Senate and Presidency could quickly fund removing the wall as fast as it is being built.

Anyone with even minimal military experience is quite familiar with the concept of digging holes and filling them up again...

The DNC/Communist party will send their “private enforcers” (BLM, ANTIFA) to blow-up the wall.

Laws, EOs and funding mandates are TOTALLY IRRELVANT.

After that, BP and ICE will be disbanded/de-funded, the wall left to mercies of the cartels, and border crossing points will be unmanned.

What about contracts already signed, obligating the government to pay contractors for work that is scheduled to be done? Do they have a clause that says, “we pay unless the other party controls the government?”

I don’t think so and I predict that wall construction will continue for at least a few months into next year.

You misunderstand, the construction will continue under existing contracts, the construction companies will be paid for every mile of wall built, and there will be no reduction in the number of miles built to fulfill the contract.

A second contract will be let, possibly to the very same companies (or democrat connected companies?) to tear down the wall starting at the other end.

It’s a perfect example of bureaucratic insanity, and rather reminiscent of many of the WPA projects during The Great Depression, only without adding one whit to the country’s infrastructure...

When the America-hating cabal behind the Teleprompter takes power, their first priority will be to change the electorate to one that will never again make it close.

So massive unlimited permanent amnesty for every human being on earth. Enter the USA. Get citizenship. Period. The politics of California will be the politics of America. Massive third-world populations, guided by white billionaire leftists, controlling the outcome of every election.

And the “border”? Forget about it. It’s over. There will be zero enforcement. The wall be be unpatrolled and soon dismantled by anyone needing some construction materials or scrap metal to sell.

They explained clearly in their campaign and in their “F-America” convention, that the USA is a wicked thing and must be dismantled. They meant it.

I don’t think Cuccinelli has seen the defense bill Trump wants to veto. Trump redirected 3.2 Billion to build the wall - the new defense bill limits redirection of military funds to 100 million. I’m pretty sure they hit that already this fiscal year.

I think they are more inclined to spend as much money as they possibly can, even on what they view as "wrong" projects.

More federal dollars spent means more people who "owe" their jobs, livelihoods and votes to the government.

The more they spend, the more taxes they "need" to collect from people who are actually getting paid for providing goods and services customers are willing to pay for, and the more they can skim those taxes to their own coffers.

I argued from day 1 that we should build Trump’s Big Beautiful Wall, not the temporary metal barrier being put up.

Made the point that this can be torn down easily, and that our grandchildren would have to fight this fight all over again.

There will be no overt decision to tear down the wall. It simply won’t be guarded or repaired. The cartels will do the rest.

Some conservatives (in a permanent and shrinking minority) will point to the neglect, pose for photos by holes cut through the wall, film hundreds of illegals strolling through the holes, cartel trucks driving through...and it will come to nothing.

The leftists in permanent control will shrug and say “Don’t care. This might cost us a couple percent in the next election that we still win easily. Amnesty has given us thirty million new voters”.

Meanwhile, the remaining open-border RINO traitors of the Bush/Rubio/McCain sort will point to the smokescreen blather they agreed to in the Amnesty legislation about “smart virtual walls, etc” and feign disappointment about the massive influxes.

That is right. Congress directly appropriated about $1.4 billion per year (2018, 2019 and 2020), earmarked for building specifically designated miles of new Border barrier (notably, the Rio Grande Valley and Laredo Sectors in South Texas).

Some of that is sweet pork barrel spending in solidly Democratic districts, where their earthen flood control levees get an otherwise unaffordable upgrade into massive reinforced concrete FEMA Hurricane-certified levees (with a bollard wall on top). There is strong incentive for the local Dems to want that to finish, even if they have to publicly say they don’t want it, for political appearances.

In Laredo, there is included a sweet downtown revitalization project called the Bulkhead, that the City fathers are salivating over. Throughout the RGV and Land Laredo sectors, everywhere that gets the new barrier will see improved security and reduced crimes - leading quickly to increased property values, property tax revenues, and increased economic development. It happens like clockwork, everywhere good barrier goes in.

They will likely leave a lot more gaps than President Trump would (by immediately ceasing to acquire any more of the private land needed), but there is a very good chance that a lot of this Congressionally appropriated work might continue during a Biden Administration.

The roughly 2/3rds of the total (738 mile) Program funded from diverted Military funds would be more likely to see stop work orders.

Even those projects are broadly divided into two pots of money, that could be treated very differently.

The Military Construction funds diverted from specifically identified Military projects, under the declaration of an Emergency, would be the most likely to be pulled back, and restored to their original projects (or spent elsewhere). Ending the declared emergency, is among the most likely early steps a Biden Administration might take.

The DoD money that came out of the Counter-Narcotics accounts however, is specifically authorized for building border barrier, roads and lighting. It does not depend on a declaration of emergency. Contracts already awarded, with those funds already obligated against them, might run until completion (as they did from the Bush-era program, when Obama/Biden took office in 2009).

No new contracts would likely be awarded. That might be enough of a standard for the press to defend whatever a Biden Administration does allow to continue (it was all Trump’s fault).
