That act of counting without observers was an illegal count. Everything that was counted from the time of people leaving should be invalid. The numbers should be easy to get. The political will to do so is because this is new, uncharted, territory. It would be wise to bring in an expert from an auditing firm like PricewaterhouseCoopers to lay out the rules that would qualify for an invalid count.
