What would it take for upstate NY to break away from the NYC metro area and form its own state. It seems like the only option. I would say the same for states like VA, CA, IL and WA.

The solution is for these large urban areas to become states. They have nothing at all in common with the rural areas surrounding them.
According to my understanding of the constitution, a new state formed from territory within an existing state, or a combination of territory from more than one existing state, requires the consent of the states involved, plus approval from Congress in Washington.
So realistically, it won’t happen because New York state would never give up territory to form a new, more conservative state, from upstate regions.
The historic example of West Virginia being carved out of Virginia, happened due to the Civil War. If I recall my history correctly, West Virginia was originally considered a “restored” government of Virginia, because Virginia had seceded from the union.
Upstate NY has dreamed about breaking away from downstate for decades. Sadly, I think it’s just a pipe dream. The population of rural upstate NY is a tiny blip compared to NYC’s population. I use New York State as my example of why the electoral college is so critical. Without it, the entire country is upstate NY.
