LOL - this is the process. States usually certify around this time if not sooner. They have until the safe harbor date....a little more than a week away. What do you want them to do - wait until the last minute? Perhaps some evidence needs to be put forth in a court of law.

They are taking the initiative. Taking action when the battle is on the field of your choosing is what wins.
Republicans could learn a lot about this...but first they need to learn what taking action means.
