California Governor Gavin Newsom could appoint himself U.S. Senator to replace Sen. Kamala Harris (D-CA) if she and Joe Biden are certified as the winners of the November presidential election, as she takes up her new role as vice president.
Much speculation has surrounded the question of whom Newsom might appoint, with heavy pressure to appoint another “woman of color,” or to appoint the state’s first Latino member of the upper chamber of the U.S. Congress. Several other Latinos already serve in the Senate: Sen. Ted Cruz (TX) and Marco Rubio (FL), for example, on the Republican side, and Sen. Bob Menendez (NJ) and Catherine Cortez Masto (NM) on the Democratic side. But California has not yet had one

But I think they are saving him to become Harris's VP after they force Biden out with the 25th Amendment. Then Pelosi and the gang can pin all of the emerging evidence of fraud and criminality on Harris to make her the scapegoat, force her resignation, and turn the nation over to Camelot II: Gavin the Healer - which is what they have wanted for decades.

I think that the typical Democrat would say it’s “unconstitutional" if the Republicans created a situation where both POTUS and VP were from the same state.Doing so by 25th Amendment would, of course, not literally violate the letter of the Constitution. It would however violate its spirit.
That wouldn’t work. If both President and the VP are from the same state, they would lose the electoral votes from that state. No way can the democrats lose the CA EVotes.
Newsom is so full of arrogance and hubris that I wouldn’t be the least bit surprised if he did that.
A Kamala/Gavin ticket is unlikely unless Gavin changes his residence to Montana or wherever he has a ranch. It’s not unconstitutional for President and VP to be from the same state, but it’s electorally risky as the Article II requires electors to vote for two candidates (president & vp) at least one of whom is from a different state. Thus, CA’s electors couldn’t vote for both CA-domiciled Kamala and Gavin. It’d be one or the other. Thus, in a very close race, if half the ticket is barred from getting CA’s electoral votes, half the ticket could lose and you end up with president and vp from different parties. This is why Dick Cheney changed his residence from TX back to Wyoming when he joined the ticket in 2000.

In normal times, yes California would not be able to award it’s electoral votes to a president and VP but democrats will just change the rules.
Heels Up has to resign first.
Would he avoid the recall petitions currently running against him???
If Newsom truly has presidential aspirations, he should appoint himself to the Senate. Having Harris become VP sets his aspirations back a few years. Assuming she becomes President, he could be term-limited as governor before he can run. With no term limits in the Senate, he’ll have all the time to build his national recognition. Plus, Harris’ seat will be set to become the senior Senate seat when Feinstein is no longer Senator. Newsom is being pressured to name a Latino to replace Harris, but any backlash would be short lived if Feinstein is replaced with a Latino. Newsom is only 53, so he would have plenty of time as a Senator to “build his brand” nationally and with the DC swamp.
