Great idea. Move them out to government land in the West and make them bear the responsibility for paying the bills.
And to prevent them just selling it off to white neighbors put a deed restriction in it so if they don’t stay long enough they lose it and cannot sell it until after they’ve stayed that long ... like with homesteaders back in the day.
Way back machine time...When the west was ‘opened’ grants of land was given to whomever claimed the acreage etc...you had to live on it and work it continually for I think it was 5 years to actually legally own it...if you left you forfeited the land...You couldnt sell it for those 5 years...
