Farming is darn hard work, high risk both financially and physically, and requires a lot of ingenuity. I doubt many of em are ready to undertake this endeavor. They’ll just flip the land and then go drinkin’ and fishin’.

Great idea. Move them out to government land in the West and make them bear the responsibility for paying the bills.
And to prevent them just selling it off to white neighbors put a deed restriction in it so if they don’t stay long enough they lose it and cannot sell it until after they’ve stayed that long ... like with homesteaders back in the day.
