At the risk of sounding over-optimistic there is the possibility that this proposal was sort of a test-vote to see what the Republican majority was collectively thinking about the election result. IOW’s maybe they are signaling to the USSC that they may not vote to certify or may award the slate of electors to Trump?
Don’t forget that the USSC has to decide how far their ruling will go. Will they invalidate the election not knowing how the Pennsylvania legislature might vote? I don’t think so. I think that absent that signal the USSC is more likely to move narrowly on the votes that were impounded under Justice Alito’s orders and let the chips fall where they may on a recount of those.

Get Biden under 270 and the word “immediately” in the Constitution for the House vote by delegation will be tested. I suspect the USSC will rule on the word immediately, and it won’t be months. Or even weeks.
The Constitution says if neither candidate has a majority of total EVs (removing a state does not reduce the majority) then the House must vote by delegation “immediately”.

Yes, and having an audit “in the works” would be reason enough for the legislature to not certify. How can you certify an election under audit? That’s like a lottery “winner” collecting his check before his ticket is verified.
