I’m no lawyer, but I believe if you “plead the Fifth” it may make you look guilty but a court is not supposed to assume you are guilty just because you took the Fifth.
But what these guys are doing? Changing the rules? Trying to hide lists? That makes them look guilty, and I think a court should definitely assume that they are guilty.
There are no rules. It's not who gets the votes, counts the votes, or sees the votes. The government's vote is the one that counts.

The “vote” is conferring authority on one man over another. Legal presumptions should be that it would be better to not have it at all if it cannot be trusted absolutely.
The burden HAS to be on the State, to show that they’re not running a rigged game.
Yes, to charge individuals with crimes involved would have the presumptions you describe.
But that should NOT apply to the vote process, itself.
This is assuming that the goal of Law is Justice, of course.
