Not sure about Wisconsin, but in most places, Public Agency meetings have to be advertised in advance. Rigging the recount might seem like an “emergency” to the Dems, but it does not pass the smell test in terms of legality.
So it’s off to the Wisconsin courts, then to the US Supreme Ct. Are they just trying to run out the clock?
If something is discovered with Fraud in Wisconsin, it may set off an alarm about all the other states.

No, not 32 states; come January 3, the GOP will have a majority in at least 26 and at lost 27 state delegations in the U.S. House of Representatives (it will be 27 if the small lead by the GOP nominee in IA-02 survives the recount).

manual existed in its current (2018?) form when the petitioner (trump?) put down his money to pay for the recount. therefore as a matter of fairness, the manual should not change.
also, no statutory changes, therefore no manual changes.
glancey (D) cant take a system that is functioning in 2020 and go back to the way things were in 1980.

knudsen: how are absentee ballot requests checked? is there a log, or email, or both? what is saved?
admin: there can be an email or a fax which is sent to the system which creates a log. the log is the record and not the email.
R: this is an untenable system. however, we should not change any rules now about how to recount.

jacobs: (D) if we are wrong then it is incumbent upon us to say we are wrong.
jacobs (D)— email requests will get signature examination but wisvote will not. however, a small subset of voters. however, not equal treatment. we were wrong in 2016 and now also in 2020.

the democrats as a group seem to want to sandbag the republicans with last minute changes generally in favor of the democrats as proposed by the admin (a charming young ******* whose sympathies seem to lie with the Ds)
the republicans seem to be operating without explicit guidance by trump lawyers. one guy (spinell) cell phone is constantly ringing. i would imagine a trump lawyer could be at the other end of the line. too little too late? things were going hot and heavy for several hours without any breaks. someone should imho have suggested a 30 minute break.
admin recommended to strike the part that said ballots that did not include an address. republicans don’t like striking that. democrats say that is reflecting law. republicans say leave it alone under fair play don’t make last minute changes.
all motions to change the 2018 manual fail (generally all on 3-3 votes). so the 2018 manual stands (flaws and all).
(if the manual differs from the law then it’s likely to be a matter for the courts if the recount proceeds)
