The Wayne County Board of Canvassers on Tuesday failed to certify the county's Nov. 3 election results, splitting the vote to certify the results 2-2.
The vote was along party lines, with Monica Palmer, the board chairperson, and William Hartmann — both Republicans — voting against certification. Board Vice Chair Jonathan Kinloch and Allen Wilson, both Democrats, voted in favor of certification.
With Wayne County failing to certify the results, it must provide all election documentation to the Michigan Secretary of State office and state Board of Canvassers, according to Michigan election guidelines. Those entities will then have 10 days to certify the results.

Note what was “out of balance”: the absentee ballot poll books. Is this why they don’t want anyone looking at the signatures on ballot envelopes? Do they not match?
This sounds big. Why did they vote against?
Because Detroit's elections are a farce and the 2 Republican members didn't want to sign their names on that fiasco. In the August primary, something like 72% of the absentee ballot boxes didn't match requests. I'm guessing there was fraud to give Rashida Tlaib her primary win against a well known politician (City Council President).
In 2016, 59 percent of precincts in Detroit were ineligible for recount, as the number of ballots stored in containers in case of a recount did not match tallies given by voting machine printout reports. Democrats quietly asked Jill Stein to stop her recount request because the extent of their fraud for Hillary was about to be exposed.

The Wayne County Board of Canvassers decision to actually certify the election came after about 3 hours of voters loudly calling out the board for trying to disenfranchise Detroit voters.

The two canvassers who changed their vote need to explain why. What did they see three hours ago that they don’t see now should be the focus.
That and a quarter, or whatever the going rate is for a cup of coffee.

The number of surplus votes were at most 5. It might point to fraud, but it seems to me they may still be able to come up with excuses.
Since Michigan State laws bar counties with unbalanced books or broken seals from participating in recounts, it seems to naive little me that President Trump might prevail...
Agreed. And President Trump underscored that in the context of the vote re-counts in Georgia.

They were threatened with jail. The AG of the county promised them that their souls would still be warm when they went to see their maker and one of the lections officials announced the schools that the woman republican’s children went to!

The outrage over these two being intimidated will not go away. This lays the groundwork for the state not certifying the results until a thorough audit and recount is performed. This will end up most likely with Wayne County being excluded from the statewide election results.
