But what if the social worker doesn’t “take care of it” in a manner the child approves of? Won’t the social worker need to have a social worker? That way, if the child is displeased with their social worker, they can complain up another level and then the next social worker will “take care of” the social worker problem.

LOL - I’m sure they have a way to make sure that the child gets his way, as that is the ultimate goal of these Orwellian (or perhaps Lord of the Flies) type systems.
