Upon checking in to a physical voting site, counties with electronic records, like Sacramento County, will be able to immediately see whether a voter has cast his or her mail ballot. For those of us who voted IN PERSON on Election Day in California:
The ballot marking pen I was given at my Accessible Voting Location (AVL) ("you can keep it as a souvenir" the poll worker told me) marks black on paper, but glows dark blue under UV light.
Compare with regular black ballpoint pen.

Note that the blank ballot the voter hasn’t used that was mailed to them can be handed off to anyone else, as there is no voter identified with that blank ballot and the blank return envelope. Just an FYI.
According to the Web site, when the voter comes to vote in person and signs in, the poll workers are supposed to verify and cancel the unused blank ballot.
There are no identification marks on the ballot or return envelope. It can be handed off to anyone. They do not take the ballot (as one would expect) if you bring it in with you to vote in person. I know this because I’m sitting here with my unused ballot. When I went in to vote, I handed it to the poll worker, he handed it back to me, said he didn’t need it. I then signed in after he had me say my address and name, no identification required.
