I don't think it works that way.
Executive Orders are the means by which the President manages the government apparatus that he controls. Executive Orders are "orders" to the people and agencies under his control. Such orders are not legislation and do not extend to creating crimes for which CNN or any other private parties can be charged.
The best that can be accomplished is to order law enforcement to see that the LAWS be faithfully followed and to order prosecutors to prosecute crimes defined under existing law.
