I doubt it. Looks to me almost exclusively a case of old fashioned ballot box stuffing with fraudulent mail in ballots. Why go to the trouble of all the high tech hacking when you can just stuff the ballot box? Occam’s razor applies here.
I’m sure both were utilized, but the high tech version is actually faster and much easier.
