From what I understand, Article II of your Constitution assigns the authority to award Electoral Votes soley to each State Legislature.
They vote for electoral laws to govern that process. But if that State’s electoral laws are not followed (due to election fraud) then the State Legislature have the right or duty to litigate and take back the right to award the EV.
It seems that PA is doing something very like this.
Will MI and WI (and perhaps GA) legislatures follow suit?
