But some have been conspicuous in their absence.
Some have gone further, backing unsubstantiated Trump made about voter fraud.
Russian President Vladimir Putin
Four years ago Mr Putin was among the first to congratulate Trump on his election victory, but there has been no message to Biden this time.

Mr Trump's wife Melania is Slovenian.

How funny. After being bashed the other day for congratulating Biden, now Netanyahu is criticized for not congratulating him as President elect, which he's not other than in media eyes. That comes after an electoral vote or a concession.
The commies are already saying they will be moving the American embassy from Jerusalem back to Tel Aviv and that's only the beginning.
This article sounds like fake news. China is salivating and has made that known. Bibi did congratulate Biden and I do believe used the words President elect.
Interesting
You are wrong.
While Netanyahu congratulated Mr Biden, observers have noted the absence of the words “president-elect” and “vice-president-elect” in his message.
“”I would like to open with greetings to Joe Biden and Kamala Harris. For almost 40 years I have had a personal, long and warm relationship with Joe Biden and I know him as a big friend of the state of Israel,” he said in a video statement.
Mr Netanyahu concluded the message by paying tribute to Mr Trump for his friendship towards Israel and him personally, and thanking him for recognising Jerusalem as Israel’s capital, overturning decades of US policy, and for his hardline stance on Iran.
the enemy of my enemy is my friend?
I wish I was a world leader. I’d congratulate him Deliverance style. Get down and squeal like a pig!
“North Korean leader Kim Jong-un
There has been no response to the election result from Mr Kim.
The North Korean leader has called Mr Biden a fool of low IQ
Now pray tell; who can argue with Kim Jong-un on that very truthful statement? Not me.
A slap in the face. There was no reason for him to come out to begin with not while its known worldwide that this election has not yet been decided.
