Israel offered congratulations but China and Russia stated we’ll wait until the legal proceedings are over. That seems to indicate what their intelligence services are advising them. My understanding is that since 2018, blank ballot paper (watermarked) has been supplied by CISA to the states who then print the ballots.

Read through that. The statement from CISA’s Krebs reads like a series of non-denial denials to me.
All the CISA, to my knowledge, has said is that states and voting systems have a variety of techniques at their disposal, including watermarking, specific paper weights, bar coding, etc.
The CISA has never specified, again to my knowledge, who/what uses which.

General Thomas McInerney brought this up three years ago, with regards to illegal wiretapping. My one 2cents is that the vote machines were most likely rigged by Dominion internally, not by external hacking.
