All three of those states have Republican legislators even though the governors are Democrats.
If the governor tells the Secretary of State or state election board to refuse to certify the election in any of those states, the legislature can simply vote to send a slate of electors to the Electoral College themselves.

Yes, but do they have the nerve to do it?
But first, President Trump has to set up all the Constitutional predicates to make it happen. It's like needing a double-play and Trump is the shortstop, and nobody else is playing their positions.
