If no one is going to look closely, just bubble in the original ballot copy it, and then scan it into the system.
It’s who counts the votes.

Probably a team of people then. But there are more questions, each ballot has a unique block code so they can't just be xeroxed. They need to be created and printed. That's not impossible but needs to be done. Those codes need to match the codes sent out. The Republicans need to look for stuff like this
