Let’s be fair... Philly is the vote fraud capital of the USA. If any other county in PA got called pulling the crap that regularly happens in Philadelphia it would trigger an investigation at the very least. In Philly they brag about it.
If they have nothing to hide, why would they be intimidated by having eyes on them?

Governors who are halfway through their terms are counting on this year to be forgotten two years from now. A year is forever to a politician. Dear God may we always remember and remind all others when the time comes.
It’s also funny that both Trump and Biden are hoping to do enough to get the 20 electoral votes but Trump has certainly worked harder by multiples than Biden who actually is being propped up like a dead tree and moved around like a sack of turnips. His doing enough will be what was done for him.
