Two things will become apparently rather quickly. First, the number of people stupid entering NY will be a trickle whereas the number leaving will be gigantic. They may have to covert inbound lanes to outbound to handle the flow. Second, tests are only valid for the time it takes to take them .... five minutes later or the next day, at the latest, you will need another, and another, and another .....
How does that work???
