Will this have any impact on PA voters on Election Day? Maybe the paper is looking at it as a business strategy. Western PA is on fire for the president; they don't want to bleed any more subscriptions by opposing him?

I don’t believe newspaper editorials affect voters much these days.
It is best seen as further evidence of the weakness of the Biden campaign—evidence that Democrat turnout for Biden will be below normal levels.
