One has to ask why do you need to travel anywhere for a 12 person meeting? Why not a Zoom conference call? Maybe because in a Zoom call you can't hand over bags of cash. Perhaps things are being discussed where you want a zero probability of someone leaking a recording of the meeting.
It's reminiscent of the tarmac meeting between Bill Clinton and then AG Loretta Lynch during the 2016 campaign.

I see it differently. This is strictly a media event, rather than a retail political event.
Every time he does one of these, there are TV cameras present--he gives (or tries to give) an impassioned speech in front of some flags or pumpkins or other props. It is broadcast like an important event--the camera almost never focuses on the crowds. And, any narration shrugs off the negligible crowd size as limited by Biden's concern for COVID infection rather than a lack of public enthusiasm.
It's a gamble that a completely virtual campaign broadcast through TV and internet reaches people as well as a retail speech to cheering crowds. For a party that hopes to harvest votes from the marginally interested who wouldn't otherwise be motivated to attend a rally or vote, it might not be such a crazy bet. They're seeing Biden on every channel.
Of course, anyone who thinks that crowds are a measure of enthusiasm thinks this is ridiculous and ineffective. I find it ridiculous, but I'm not sure that it is ineffective.
Of course, if the media weren't so in the bag for the DNC, they wouldn't give these "events" coverage, and they'd be useless. But the MSM is playing their part here.
