No, more has to be done before arrests can be made. A report is only a report of findings. There would have to be a move from somebody - DOJ, presumably - to empanel a grand jury.
But these findings are pretty explosive. Do take the time to read this or at least look at it.

It isn’t a matter of disbelieving the report. My point is that the Senate can write reports til Kingdom Come if they feel like it.
