Charter Schools are awesome! In retirement, worked in one for awhile, lots of very smart respectful achieving black and brown kids becoming wonderful citizens (and clearly headed into conservative voting patterns!).

This concept is explored in detail in the TV series the Wire that included an entire season featuring the 8th grade at a Baltimore school. Those maroon uniformed students that tried were ostracized. Most went to classes but just screwed around and missed the opportunity to learn. At least one very shrewd and cynical student learned and then applied his learning to criminal activities
