Just end it. 85,000 workers per year, who supposedly stay six years but in practice never leave... what do you think that does to the American workforce? Add them up and youre talking hundreds of thousands competing with American workers.
Immigration policy should not be used to manipulate wages, or demographics. Only people who love us and want to be us should be admitted, and only in numbers that can be absorbed and assimilated.

The govermnent in fact does not track the running total of H1-Bs, by design.
Just like the number of illegal immigrants has been fixed at 11 million for decades.
