I don’t see that as “cruel and unusual”.
Just good old fashioned hard work in a cold environment where you are given the right clothing to wear.
But it would work well. Hard work in any kind of uncomfortable weather would have a tremendous effect on cutting this nonsense down.
Exactly. Throw in a mandatory education component, and they might loot for a good reason... lol
