Democratic presidential candidate Joe Biden has said, if elected, hell collaborate with China in two major areas.

Biden also proposed to deepen Americas ties with Taiwan.
The Biden campaign didnt immediately respond to a request by The Epoch Times for comment.
According to the Paris agreement, Chinaas a Tier 2 countryhas committed to peak its carbon emissions around 2030 and doesnt have many mandated responsibilities for emissions reduction anytime soon.
China can also benefit from contributions from designated Tier 1 countries in the Paris Agreement.

Obama has heeded calls to help secure the future of the historic Paris agreement by transferring a second $500m installment to the Green Climate Fund, just three days before he leaves office.
The fund was a key aspect of the Paris agreement signed in 2015, which aims to keep global warming well below 2C and aspires to keep warming to 1.5C. Established in 2010, it is financed by wealthy countries and used to assist developing countries with adaptation and mitigation. It was widely seen as a key measure to bring both rich and poor countries to the negotiating table. The US committed to transferring $3bn to the fund. The new instalment leaves $2bn owing, with the incoming president, Donald Trump, expected to cease any further payments.

To fail the M’Nagten test would, in a criminal trial, mean to be declared legally sane. Did you mean to say “pass the M’Nagten test,” i. e. be determined to be insane?

You’re probably right with your wordage. But I can’t understand why someone would create a test for you to pass to be insane. I would think failure of the test would prove the failure to be lucid. But as I’m told all the time, science can’t be wrong.

Well, a defendant in a capital murder case who was obviously the killer might have that strategy fail if the test determined he was legally sane. Now if I wanted to own a gun but the court was deciding whether I was a risk because of my mental condition, I certainly would welcome a finding that I was sane. But my understanding is M’Nagton is to determine if someone is guilty of a crime in an act that has already occured.
There are a few insanity defenses to include the M’Naghten Rule; the Irresistible Impulse Test; the Durham Rule; and the Model Penal Code test.
According to findlaw, and with the assistance of each state, thee are a few differences.
The “M’Naghten Rule” - Defendant either did not understand what he or she did, or failed to distinguish right from wrong, because of a “disease of mind.”
The “Irresistible Impulse” Test - As a result of a mental disease, defendant was unable to control his impulses, which led to a criminal act.
The “Durham Rule” - Regardless of clinical diagnosis, defendant’s “mental defect” resulted in a criminal act.
The “Model Penal Code” Test for Legal Insanity - Because of a diagnosed mental defect, defendant either failed to understand the criminality of his acts, or was unable to act within the confines of the law.
To me they are all a cop out for many criminals to escape the death sentence or long tours of penal facilities with a chance to be “healed” in a hospital setting. Course being forced for many years to eat jello could be considered to be cruel and unusual. So it’s a tossup.
