Why are absentee votes recorded as ‘NO’ votes?

Should it be 12 yeah unanimous votes of those present?

The votes were recorded as “no vote,” not as nay. ACB reported out with unanimous support!

“Why are absentee votes recorded as ‘NO’ votes?”

The reason is that no matter how badly Democrats in the House and Senate behave, the Republicans try to maintain a sense of bipartisanship and decorum. In other words, the Republicans consistently apologize for, and cover up, and accommodate to the bad behavior of their colleagues.

The clerk was instructed to call the roll "favorably to the floor" as instructed and refused to do so. She took it upon herself to the call the absent votes as "NO". Graham took her effort and put it in the trash can at the end.
