Back in school in the 70's, state test exams were marked by the students with #2 lead pencils.
Am I to believe that this century's, high tech machines, cannot read a #2 lead pencil?

I can’t speak to the election laws of other states but in CO it is required to use black ink. No exceptions.

It could have been that someone filled it in, realized they made an error, and then stopped and tried to erase it.
It’s certainly understandable that people viewing that video would be suspicious, considering the way the guy looks around before doing it....
The ballot should have been left as it was.
