Fortunately, conceding is not mentioned in any law as part of the presidential election process and is not required. It’s as much a fiction in presidential elections as the “popular vote.”

Once Pres. Trump passes 270 electoral votes, it’s irrelevant if a blue state announces the results. It’s like an errant child threatening to hold its breath.
Once Trump passes 270, it does not matter if they report. Trump has still won. To refuse to concede once your opponent has a majority, regardless of what is outstanding, is stupid. Their ONLY hope is that a state that is going to Trump like AZ or UT pulls shenanigans to give them cover, but that would only work if the election is a lot tighter than 2016, which I dont think it will be. I could see this being over before the West Coast reports.
Matters not if the EC vote that comes in is tallied and equals
270 or greater. Then that candidate has won regardless of the
other EC votes that aren’t counted.
