I believe ATVs and dirt bikes have become popular in many of the democrat-run urban areas. Usually unlicensed and not street-legal, they are quick and compact - makes it easy to outrun the cops in narrow streets and alleys. New Orleans had a spike of similar incidents a year or two ago.
London, England had an increasing problem with criminal gangs on motor cycles and mopeds robbing people in the streets. Until the rules changed and the cops were given the green light to positively take out these dangerous riders. Bike vs Car = no contest. There are some wonderful videos out there! The expressions of surprise by the criminals are priceless!!
