Even easier: Close retail area of the store, go internet only, use an Amazon Locker type pickup in the front of the store, with the lockers loaded from the back. No cash on site, no clerk to threaten over a counter.
You could have a storefront with a few kiosks in the front and a warehouse in the back. Your items would be retrieved by robots and delivered by conveyor belt after you pay for them. That wouldnt work for the pharmacy part, though. In SF, Im surprised they dont need an armed guard to secure the prescription drugs.

Walgreens has over 10,000 (ten thousand) stores. All of them except the ones in SF work fine.
Why should Walgreens jump though hoops so they can do business in one location in one city?
It makes more sense for Walgreens to shut down their SF stores and tell SF where to stick it.
If you ever listen to the Nerdrotic Youtube channel, his wife had a hair salon in SF for years. SF policies drove it out of business. What did they do? They moved someplace else and told SF where to stick it.
Eventually SF will look like Detroit if it keeps driving businesses away. Cities need more than IT companies to survive. Restaurants, drug stores, groceries matter too. And SF is driving them away.
