The Taiwan Strait is the waterway between Taiwan and mainland China. It is an international waterway and all ships of the world travel through there. I've been through a number of times in my youth.

Legally its the same as the middle of the Pacific. Its not inside the territorial waters of either nation. So the new story should read that theyre angry that the American warship operated in international waters.

This must be the new USS Barry. I remember there was an older USS Barry that was the museum ship (a destroyer) at the Washington Naval Yard. It was removed a decade or more ago when the Douglass/South Capitol Bridge over the Anacostia River was rebuilt, but without a draw bridge feature that was needed to get the USS Barry to and from the Navy Yard.
