I think that answers my question. As I understand you, an account being locked is not apparent to the reader (general public), but an account holder can communicate said account locking via other means. Correct?

This broke 12 hours ago - I just looked and her last tweet was 13 hours ago - but it let me follow her so it may be open again.
No I don’t, just looked around a couple times. I thought it was frustrating to read through.
The way to do it is find a few twitter accounts that have useful news and just read them. It’s really quite easy. Good news sites like Breitbart and Epoch Times have twitter accounts with headlines, just click any articles you want to read. If you actually want to try to work your way around a few sites, I can post some links of some places I go. The headlines are a quick way to see what’s going on and then read articles of interest.
