If you think you can walk into the emergency room and get Remdesivir on these reported symptoms you are crazy. Just try it. Hey doc, my fever is 100, no trouble breathing, no problem with oxygen, a little cough. Give me some Remdesivir. THe insurance company would deny it. The hospital would not approve it.
So either there was a concern or an exception was granted given his status...or both
