The headline does not match the text of the letter. Another yawn.

It's the weirdest letter. Who would ever put Hillary's purported motive into the title of a briefing?? That part is in quotes, so this is not even Ratcliffe's accusation, it's purportedly the subject that a bunch of people who were on her side all discussed. Weird.
