The outside envelope contains identifying voter information and party affiliation is public knowledge in PA. It would be time consuming, but potentially a group of mailed-in ballots could be screened to identify those cast by registered Republicans. I don’t think this is an isolated case. PA is fraud central.

Voter rolls are public information in many states. At least they used to be when I was involved in elections.
SO easy for evildoers at election central, clerk’s office, etc., to connect a voter’s name on the envelope to his party.
