That’s just silly.

Beyond that, is there actually any violation of Ohio law there that the officer is trying to enforce? Most quarantine laws are extensive, but have to do with the ill, not the healthy.

Louisville is on the Ohio River, but it is a long ways from the state of Ohio.

The officer is acting outside his authority and on his own volition.
Any non-coward citizen should have interceded on her behalf.
Up to and including saving her from a physical assault (18USC242 - acting under the color of the law to deny civil rights).

Another tactic could have been to get about 10 people near the incident to start chanting: “Off the Pigs” FU*K the Cops” “Defund the Police”.
Instant protest and everyone could take off their mask.
