sure you can. You just ask for a ruling from the parliamentarian (who represents the majority) lol and you over rule, or change whatever you wish.

oh, the Senate absolutely can ... Senate “rules” have no Constitutional basis and were more or less established arbitrarily, so can be modified are eliminated arbitrarily; that’s how McConnell eliminated the filibuster for SCOTUS nominees ...
