Yup....4-4 means the lower court ruling stands.
Soooo...we're looking for a 5-3 or better.
The Constitution has an absolute date: the 1st Tuesday of November. Not open for debate unless a Constitutional amendment is the only discussion. SCOTUS should have an 8-0 vote chucking anything other then that date, midnight.
