Why shouldn't police use of force be disproportionate?

The headline for the Arizona Republic, 30 August 2020, front page, blares, "Police Power out of Balance."  (I searched on the Republic's website as well as on two different search engines to find the article — no luck.  Politico has proof of its existence here.)

The accompanying graphic shows that the Phoenix police use force more often against blacks and American Indians relative to their proportion of the Phoenix population than they do against whites or Latinos.  The article makes no mention at all of the percentage of serious crimes committed by different races or ethnic groups.

So consider this report from the Bureau of Justice Statistics, an arm of the DoJ, showing violent crime levels by offender and victim for the years 2012 through 2105.  Those were the Obama years, when Eric the Red and Loretta would have had all the time in the world to fiddle the statistics, so I think we do not have to worry that they were skewed by white supremacists.  That report, especially Tables 2, 5, and 7, shows that blacks commit somewhere between 22 and 25% of all violent crime, yet they are just 13.4% of the U.S. population.  In other words, blacks commit nearly twice as much violent crime per capita as whites.

When it comes to homicide, the numbers are much worse.  Between 1980 and 2008, blacks committed murder at the rate of 34.4 per 100,000, while whites did so at the rate of 4.5 per 100,000 (see Table 1).  Aren't these numbers what Eric and Barack and Antifa and BLM and academics throughout the land love to label "disproportionate representation"?

To return to the Republic article, shouldn't we be surprised if police did not use force more often on blacks? They're committing way more than their share of violent crime! In addition, there is what the intelligentsia love to call "nuance" or "context." For instance, did the person being apprehended put his hand in his pocket? Reach under the seat? Strike the officer? Lunge for his Taser or gun? All these things materially affect the outcome of the encounter.

Let’s just take arguments like this to their logical conclusion.

Should military personnel be scrutinized in every particular conflict to use “proportional force” against enemy combatants?

I mean why did that sniper just kill that guy from 1000 yards away? The guy might have surrendered to you if you just asked?

The whole argument is ridiculous. “Systemic” racism requires the SYSTEM (laws) to be “racist”. Find me one.

Regarding police violence the statistical data is only of interest after the fact. At the time of police action the sample is 100% of the current offender, just like flipping a coin always has 50-50 odds for that flip.

That’s the whole point of police force, that it can overpower anyone in any situation.

That’s why it’s called “force majeure” - the greater force.

When police come across a criminal you don’t want the criminal to have an even chance with the police, you want the criminal to know that he doesn’t stand a chance and better not resist. A judge and a jury will determine what happens next.

Several years ago i read an FBI study that concluded black officers were far more likely to use lethal force against a black male suspect than white officers. There were several reasons. Black cops perceived far more danger from a black suspect than white officers did. White officers believed shooting a black suspect would end their career. I have searched several times to locate and link to this study and can’t even find a reference to similar findings.

Look up The Color of Crime by Jared Taylor. He has been vilified as a white supremacist and targeted by SPLC. There are numerous sites that claim his analysis of crime stats is phony. Find his report and judge for yourselves.

The amount of force a police officer has to used is dependent on the amount of resistance he encounter when handling a situation with citizens. The amount of force used is dependent on the behavior of the perp.

“Disproportionate” is a ridiculous measure.
The question should be did the police use “Enough” force.
IF the rioters are back out there night after night, then it is obvious that Enough force was not used.

I’m a lot more concerned with the OTHER kind of disproportionate use of force. Like the Phoenix PD having their guns drawn from the minute they get out of their car to respond to a disturbance call, then shooting a guy who was kneeling on the ground in the back.

They are scrutinized these days by pukes on the left that would rather endanger American soldier’s lives than to allow them to adequately defend themselves against all threats-

Police are to use overwhelming force, compelling lawful submission. This isn’t a contest of brains & brawn.

Do not confuse “overwhelming” with “cruel or unusual”.
Tazing the guy to make him get out of the car is reasonably overwhelming.
Shooting him in the head just so the car can be towed is obviously cruel.

Rarely do I go toe-to-toe with 5’6” 150 lb network engineers.
