You know, I think I can almost remember when these activities were considered treason and these traitors were rounded up, tried and executed. Of course any with Chinese diplomatic status would be deported
persona non grata.
AND, the Chinese would be warned that they were on the verge of committing an act of war. I am fairly sure those days existed {the Rosenbergs}.
