Exactly what my first thought was. Unless they're purging the rolls very regularly, that probably accounts for only a month or 2 of move-in/move-out changes, plus deaths.

With Broward's history of voting "irregularities", seems to me this is more for show.

Election after election, Broward/Miami Dade/Southeast FLorida
(heavy Dim area in FL) is always the last to report their vote counts even after the conservative Panhandle which is even in a later time zone.

Helps knowing how many votes you have to come up with for a Dim win. I suspect ballot stuffing there is a science and industry.
