Joe Biden will participate in a CNN town hall with Anderson Cooper on Sept. 17 from Scranton, PA, his original hometown.
The event will be Biden’s first town hall since he won the nomination. It also will take place two nights after President Donald Trump headlines an event with ABC News, moderated by George Stephanopoulos from Philadelphia.
The CNN event will feature a live audience, but they will be socially distanced and will follow state health guidelines.

The first half of your post is correct. But Biden doesn't have the mental acuity to memorize nursery rhyme, let alone softball questions that CNN will lob at him. That's what teleprompters are for. Like the one that was reflected off the picture Biden hoisted up the other day on some TV show.
First question: Do you feel the mantle of greatness has been thrust upon you or is it the fruition of your lifelong achievements to help the American people?
Second: You lead in every swing state and are adding new ones weekly that show this election is effectively over.
Do you feel the temptation to focus on your presidency and the new cabinet more than whistlestop campaigning as your desperate opponent is resorting to?

They’ll have to define participate. Just being delivered to the location and reading a teleprompter or answering from an earpiece doesn’t mean participation any more than the mike he has on or the chair he will be seated in is participating.
And since the questions are already dispersed so the answers can be set up to not insult anyone including Harris who has to be embarrassed to be involved with this sham as VP pick, the show’s already completed except for the zombie actions.
The only gamble in this is if Biden wanders off the stage and ends up sniffing the script girl’s hair. If they seat him, look for seat belts or if the seat slopes back to make it hard for him to escape his handlers.
